Mongrel Mob Active At Time Of Turangi Campsite Attack – Updated
Update 22 January 2012
The Sunday Star times reported today that the youth, who admitted he’d raped and beaten the five year old Belgian girl, has “gang connections” and that the family is “rotten apples”
The Star-Times understands the teen’s father had been associated with the gang, but not since the attack, which shocked New Zealand in the lead-up to Christmas. The boy’s father cannot be named for legal reasons.
The claims were made by several sources close to the investigation.
The family and the boy are connected to a gang,” one said. “The family is gang-associated. It’s not just the father.”
Another source said: “The family are well-recognised as being what they are … rotten apples. Where are you heading in society when you have this underbelly?”

Various news reports are saying that members of the notorious Mongrel Mob gang (possibly the Notorious chapter of the ‘Mob) were active in the area at the time of an attack on a five year old Belgian tourist on a Turangi campsite. Talk of gang problems in the township, which is 6 kilometres from the Tongariro-Rangipo Prison, is already leaking out.
The New Zealand Herald reported that gang members were seen in the neighbouring reserve shortly before the attack, saying
Neighbours who live across the road from the holiday park told the Herald that the Mongrel Mob were out in “full force” on Wednesday night.
Gang members were partying at a home in nearby Raukura St and the residents saw a blue or grey van and black hatchback vehicle parked outside the reserve next to the camping ground between 9.30pm and 10pm.

The neighbours did not recognise the occupants as members of the local Mongrel Mob chapter, but at least two wore patches and appeared to be having a meeting.
Another man joined the group after walking through the reserve.
“Police are aware of some house parties that were held in Turangi on Wednesday

Two Danish tourists who were also staying at the Club Habitat camping ground said they heard screams in the night but were too scared to go and investigate
Tourists Maj Jacobsen and Laerke Ladefoged said they were asleep in their campervan when they heard the screams.
“We sat there wondering if we should go and help, but we were scared,” Ms Ladefoged said.
“We went to see what had happened but were told to leave by police,” Ms Ladefoged said. “It was not until we saw the ambulance arrive that we knew it was serious.”
Ms Jacobsen added: “You hear about this sort of thing but you never think it will be so close to you. We didn’t sleep very well for the rest of the night.”
The campground, one side of which borders State Highway 1 and which is close to a supermarket and petrol station, is often the target of petty burglaries and a burglary is believed to have occurred the night before the attack. Police are investigating whether the two events are connected… read the full story here
Trade Me
After the arrest was announced members of the forum at Trade Me speculated about the alleged offender’s link to the Mongrel Mob saying
“he was there because his (removed) moved him down from another city to prospect for the mob there..(the (removed) not the kid) i would say most of his bullcrap hes been doing in TGI before this..(burgs etc) was a way of proving himself.. to those who i guess mattered to him.. what he did to that girl though.. i dont know any mob, mate or foe who would like to see that done to a child.. all him.”
Salvation Army Hauora Treatment Programme
The Salvation Army runs the Hauora treatment programme (for P addicts) which caters for members of the Notorious chapter of the Mongrel Mob at the holiday complex in Turangi. It is not known if any members of Notorious were present at the time of the attack

Violent Rape 11 Years Ago
In February 2000 Mark Wikiriwhi Hetaraka attacked and raped a Japanese tourist staying at backpacker hostel in the township.
It’s thought he was released from prison in 2006 and is now at large in Christchurch.
From a Waikato Times article 17/03/2000
“A Turangi man has been sentenced in Rotorua District Court to 10 years in prison for a violent sex attack on a Japanese tourist last month. Sentencing Mark Wikiriwhi Hetaraka, 22, yesterday, Judge Chris McGuire called Hataraka a time bomb and said the community dictated violent sex crimes be punished severely. Judge McGuire sentenced Hetaraka on charges of sexual violation, assault with intent to commit sexual violation and kidnapping of a Japanese tourist in Turangi at the beginning of February. He said the photographs of the woman’s injuries were awful and the attack was predatory and violent. Hetaraka was a time bomb who would almost certainly continue offending if he was not imprisoned.” source Sensible Sentencing Trust
Japanese Student Attacked In Christcurch – Court Hearing
Back in April we wrote about the Japanese student who was attacked in Christchurch
“…The assault, which took place on Lincoln Road late Sunday night, was perpetrated by two people who made allegedly racist remarks to the young woman. They then tried to set their two dogs on her. Fortunately a passer-by came to her aid and serious injury was avoided, she suffered light scratches for which she received hospital attention.
According to a news report a 25 year old male and an 18 year old female were arrested and bailed in connection with the attack, their dogs have been seized…”
A second person has just appeared in court and has pleaded not guilty to three charges of using a dog as a weapon.
An 18-year-old woman is denying setting her three dogs on a Japanese woman.
Defence counsel Angela Grant indicated Phillipa Ann Parker would plead not guilty to three charges of using a dog as a weapon when she appeared at a hearing of Christchurch District Court today.
Judge David Saunders remanded Parker on bail to August 1 for a status hearing.
Her alleged co-offender, Steven Donaldson, 25, pleaded not guilty to similar charges a month ago and was remanded on bail for a status hearing on July 4… source
We’ve often written about racist attacks in New Zealand, a good many of which seem to occur in Christchurch, and the way in which the country markets itself as a safe destination for the lucrative international student market.
We’ll be watching for the outcome of these two cases, as will the Asian community in Christchurch.

The abuse of international students (April 2010)
“…with students being worth so much you’d think they’d be well looked after in New Zealand wouldn’t you and that they’d return home with glowing accounts of their wonderful sojourn, encouraging family and friends to emigrate or holiday in New Zealand. You may be disturbed to hear that for many students the reality is very different.
The message was left by Annie who responded to our blog post “New Zealand is turning into a really racist country.” She worked with international students in New Zealand and was deeply ashamed by the treatment they received:
“I worked with international students a few years ago and some of the experiences of my students really opened my eyes to an underbelly of New Zealand society I had never encountered. Quite frankly, it made me deeply ashamed.
There were the stories of random attacks on teenage boys for no other reason than they were Asian, or on teenage girls being elbowed, bullied, shouted out, sexually assaulted and told to go home, get off the bus, there’s the airport etc and those were just some of them…”more

Christchurch’s popularity with foreign students is already in decline as a result of the earthquakes and the city and can ill-afford to suffer any further damage to its reputation abroad. Time to send a tough message that this sort of behaviour will not be tolerated, otherwise incidents like these will become all too frequent.

Gang Prospects Jailed For The Rape Of Japanese Tourist In Opotiki
Ranginui Rahi, 18 and Mark Hati, 16 the two youths who pleaded guilty to the rape of a 22 year old Japanese tourist in Opotiki, in the eastern Bay of Plenty, have both been sentenced to 9 years in prison for rape and aggravated buglary.
The two armed offenders broke into the Ford Street house in August and attacked the woman whilst her host family sat in another room watching television.
Mark Hati was said to have aspirations to become a patched member of the Mongrel Mob and expects to be accepted once his sentence has been served. Of course, the Mob may not exist by then which will be no sad loss for New Zealand, or the long suffering residents of Opotiki.
In June an Opotiki man was charged with the raped of a male French hitchhiker at gunpoint.
Opotiki also made the headlines in December of last year when two teenage girls were charged with the murder of elderly man John Rowe, a retired school teacher. His badly beaten body was found at his home in November 2008. Whilst reporting on Mr Rowe’s murder the NZ Herald described Opotiki as follows:
“With wide streets and air of lost prosperity, Opotiki is not unlike dozens of small towns across New Zealand.
Fifty years ago it was booming, thanks to potatoes, wheat, maize and cattle. But as factories relocated or closed, residents moved out, with many of the rich and elderly heading to the upmarket Woodlands area several kilometres away.Their departure and the economic downturn led to an increase in unemployment, drug and alcohol abuse, and gang activity.
Now much of Opotiki’s criminal activity is controlled by Mongrel Mob and Black Power chapters, with the innocent caught in the middle. “The Mongrel Mob own this patch,” said Gibson, an Opotiki resident of 48 years. “Black Power’s patch is on the other side of town.”
Police have refused to speculate on whether the youths accused of killing Rowe have gang links, but many locals are less circumspect. One of Rowe’s neighbours, Peter Collier, said there were drug and alcohol problems among the town’s youth and the gangs are “battering each other”, leaving residents “jumpy”.
Another, who asked not to be named, said she always believed the town’s next murder victim would be killed in a gang fight, not a former maths teacher described by friends as a “gentleman“.
Rowe came to New Zealand from the UK where he served in the Navy. His wife, Phyllis, died in 1991 but his love affair with classical music continued.”
We wonder if the Japanese woman who was raped in her host’s home realised the background to Opotiki and if she was made fully aware of the possible risks of staying there.

Mount Cook Claims 69th Climbing Fatality
Mountain guide Kiyoshi Ikenouchi died on Mount Cook in the early hours 5th December whilst his client Hideaki Nara, 51 was rescued several hours later.
The pair had been trapped by 130km winds in a storm near the summit of New Zealand’s highest mountain (3754m) with temperatures as low as -20c.
It was 6 days before the weather was good enough to dispatch a helicopter to rescue them.
Ikenouchi is the 69th climber and the 7th Japanese national to have died on the peak.
In total over 200 people have died in climbing accidents in the Mount Cook National Park since 1907.
